On 23 April NATO will celebrate in Washington the 50th anniversary of its founding. If the conflict in Kosovo continues until then, this event will be gloomier than planned. If the Yugoslav president, Slobodan Milošević, before we set up the "war perimeter" continues to demand and refuses to recognize the oil embargo and to belittle the other international alternatives and NATO's determination, it will be necessary to find a way to make Belgrade change its policy. That is by no means easy. The lack of determination for a ground intervention makes him feel safe. Anyone may think that so far the bombing has been effective, but if time gives the Serbs the chance to speed up ethnic cleansing, then their gain will not be insignificant. Taking into account the situation of the refugees as well, the world cannot withstand an endless dragging out of the war. Therefore NATO countries must immediately state that they will send ground troops; then it is possible that Milošević will understand that he will lose. However, when the ground offensive becomes inevitable, NATO will need to announce it in advance. Perhaps such a mobilization of time and politics could force the dictator to make concessions.
